Feature:
Prompt to add a file to a chat if it is in the user's message, before sending message to LLM

Why?
Prompting the user to add the file is good UX, since the user can still decide whether to add it.

Benefits:

Reduce LLM round trips: save time and money
Respects user intent (still has confirmation workflow for adding a file)
