NPCs spawning in outpost brig / jails

Disclaimers

• I have searched the issue tracker to check if the issue has already been reported.
• My issue happened while using mods.

What happened?

NPCs with only spawnlocation="Outpost" and no targetmoduletags or spawnpointtag specified will sometimes spawn inside jails.
Even setting the spawnpoint as a corpse will still allow NPCs to spawn there

I assume the Corpse was supposed to not allow NPCs to normally spawn there unless specified?
