Create the ability in igx-icon service to store SVGs without titles

Is your feature request related to a problem? Please describe.

Currently the material-icons-extended svgs have titles by default, however when the icon is used in another component, such as an icon button:

• the title could either be misleading as icon may be used for a different or contradicting purpose
• may not have the proper localization applied
• even if the text is the same having two titles with positions that are slightly off from each other also makes for a worse UX when hovering the mouse in the button area

Note : If possible apply the fix/enhancement for all supported versions, not just next
