[bug] level-tuning command is not working

Describe the bug
Even after running level-tuning it does not change the level of the file.

I even checked with an older version:

./hayabusa-2.13.0-mac-intel level-tuning

and does not give any output about files that were updated, and I checked the files indeed do not get updated so this probably broke a while ago.
