tangential discussion: What if the user runs the system-reinstall-bootc command twice, without rebooting? i.e.:
oops I actually wanted centos instead

Should bootc base images typically include the system-reinstall-bootc binary?
Example experience if we don't do that:

Yes, the user could just bootc switch. But maybe they're not quite yet familiar with that. So maybe system-reinstall-bootc could detect it's running on an already-bootc system and tell the user what they should do instead?
Trying to reinstall again (through system-reinstall-bootc rather than bootc switch) would anyway lead to "default stateroot already exists" kind of error...
