Is your feature request related to a problem? Please describe:
At current, when an ignorant person is sent to the ci-health page they see the overview data, but are not sure where to look further.
The main problem is that we currently have the data, but people need to know where to look, as it is scattered over several pages.
Note: the reports page tries to provide a collection of links so people can have a look at what we currently have.
Describe the solution you'd like:
We should make the buttons in ci-health more coherent with the other data that we have, so a person might be able to just drill down and see exactly where the problem is on one page.
Helpful would be something like an expansion function that would tell someone directly that i.e. the sig-compute failures are in the majority because of the sig-compute-migrations lane - possibly some offending PR links showing those failures.

@dhiller This enhancement looks great, with this RFE implementation, people can go to a collection links with the failures directly. Could we prioritize the RFE?
