Issue to release 1.1

Questions for Release:

• What other changes do we need to make to our release process?
• How much toil is now involved in our release?

Acceptance Criteria:

• A step in the release process is added to cover adding committers to the release notes for items they worked on.
• Update release branch reference in Netlify for docs publishing, and mention this change in the release process doc
• Run manual NFR tests
