New release with ghc 9 compat

@Ericson2314 hi, any chance to get a release with ghc-9.0.1? haskell-language-server only miss this dependency to be buildable with 9.0.1 as well

Don't we need the th-extras release first? Anyways see https://github.com/mokus0/th-extras/pull/11/files there is recent work getting that into shape. I assume they will move on to this yet.

Oh oops, I was misreading the th-extras history. I see now.

I bumped the version number on develop to get ready, but I indeed don't have the Hackage perms to upload a candidate.
