Openshift/OKD is adding support for OLM v1. This includes new resource types for the operator catalogs.
The OKD installation contains catalog sources from OpenShift:
Also, the openshift-community-operators catalog refrences 'registry.redhat.io/redhat/community-operator-index:v4.18' instead of 'registry.access.redhat.com/redhat/community-operator-index:v4.18' like it does for the old OLM

Always (you might have to enable the OperatorLifecycleManagerV1 cluster capability first)

Thanks, this will have been pulled in unintentionally as a guess. The intention is only the community operators and potentially operatorhub should be included.
At some point in the future we will ship-by-default OKDerators which is the non-product version of the RedHat Operators
