Describe the bug

4.18.0-okd-scos.9 already had an existing bug:

20% of the openstack-cinder-csi-driver-controller-metrics/openstack-cinder-csi-driver-controller-metrics targets in Namespace
NS
[openshift-cluster-csi-drivers](https://console.apps.domain.com/k8s/cluster/namespaces/openshift-cluster-csi-drivers)
 namespace have been unreachable for more than 15 minutes. This may be a symptom of network connectivity issues, down nodes, or failures within these components. Assess the health of the infrastructure and nodes running these targets and then contact support.

In addition to this one, a new one has popped up in scos.10:

100% of the console/console targets in Namespace
NS
[openshift-console](https://console.apps.domain.com/k8s/cluster/namespaces/openshift-console)
