Background: go-gitea/gitea#25888

It might be beneficial if we are able to view changes in submodules directly in a PR instead of only a hash.

Upstream will be adding this in 1.24.0. A diff in submodules has a link to a compare page in the submodule with its changes. The submodule must be on the server for this to work.
