Moving the feature request here from openshift/hive.

Specifying zones in the install-config is great -- but even when using a subset of zones, the installer creates NAT Gateways in 1a through 1f.

They're expensive to leave up and require Day 2 operations to tear down.

Issues go stale after 90d of inactivity.
