big size of legacy-theme/ts/color-schemes.js

as shown in right side of following image legacy-theme takes a big part of production final app. (322 KB)
what does mean legacy-theme? is it mandatory for all application? isnt there any configuration or setting option that we can remove unused theme and reduce the size of final production app?
while Primer/react generates required .css seperate file is "color-schemes.js" required yet?
any idea?
