Deploying Cilium inline Install vs. Helm install cilium different

Hello all,

Loving Talos, thank you for this product.

I'm trying to get Cilium and gateway API working and running into some weird issues. Following https://www.talos.dev/v1.10/kubernetes-guides/network/deploying-cilium/

If I install via Method 1 - Helm install - works. I add my l2announce + Ippool - works great.

If I install via Method 4 - Helm Template - Cilium installs - L2Announce + IPPool - no gateway IP assigned?

Any thoughts?
