Resolves #20

After getting buy-in from past contributors and vetting the code history, as discussed in #20, we're relicensing the project to MIT to better align with the other licenses of projects within the Community Toolkit organization.

Update all headers
Add License name to Readme
Update build props for package to be consistent with Toolkit projects
