This fixes this kubebuilder issue: #611

  • bump to go 1.22
  • pin the go versions in the builds
  • moved to ubi8-minimal to ensure FIPS compatibility
  • update breaking controller-gen changes throughout.
  • remove dependency on proxy container for metrics to native controller metrics endpoint
