Upgrade to Django 3.2 LTS

It would be nice to upgrade to Django 3.2 (from the current 2.2 version). This involved changing requirements.in and, using pip-tools, requirements.txt and run all the tests. It should just work :-)

I think we should postpone this to after the conference, since we don't have enough time to test the website before going to production (which should be later this week).

i cloned the project,created environment,and on running runserver im getting error
"raise UndefinedValueError('{} not found. Declare it as envvar or define a default value.'.format(option))
decouple.UndefinedValueError: SECRET_KEY not found. Declare it as envvar or define a default value."
what to do?

We do support using docker as this is how we run in production. You might want to look at the files docker / the Makefile is creating and trying to reproduce that setup is you wanted to run without docker.
