- first piece of translatable text, as a POC --> translatable texts will all be blueprints, - required because cannot apply translation on page load, due to dash enrich blueprint and multipage app structure

This PR currently includes all the commits contained in #46 along with a translation functionality.
So far, the translation is implemented for French only.
