When upgrading a 4.3 project that uses a board that is not installed in Sloeber
the .sproject file is created as should
When you go in project properties->arduino the board.txt and board selections are empty (as should be)
Cancel the project properties
Install the platform
When you go in project properties->arduino the board.txt is ok but the board selection is empty and there are no boards to select from
Work around
Select another board.txt, select correct boards.txt select correct boards select apply&ok

Problem seems to be the boards.txt is loaded at .sproject creation which means that the install "updating the file" is not seen.

You still need to open the project properties->arduino apply close after
installing the platform but at least everything is there
