Hook into release "previous tag" to generate diffs

The GitHub releasing UI now has a "previous tag" option, which is used to generate release notes based on PRs since the given release. We should investigate if we can query this value during the release action, and generate the docx from the previous version and current version to automatically create a nice diff-doc.
