URL Parameters-Friendly Encryption/Decryption Algorithm in C#

There are many encryption/Decryption alogrithms outthere but this is the only algorithm I found (and modified) that is parameters-friendly.

I it is simple, yet powerful algorithm to do such funcitonalities.
