Remove blue bar layout and styles from 'landing page'. Used by Plan for Change pages (https://www.gov.uk/missions)
`padding-top` has increased from 15px to 30px on tablet and desktop screen sizes
The `short_text` translation is no longer required it was used to display the GOV.UK homepage header title, this was removed in - 7760b5a
