Trial fix of pr_softmax [Experimental, do not merge]

Description

This PR is experimental and should not be merged. It's goal is to see if the improvements in going to the 64-bit Windows toolchain in PR #15882 will fix the issues of a pending softmax PR #15545 that has been reliably experiencing the 'out of heap space' error.
