Unify/deduplicate dev env installation

There is a Vagrantfile and several Dockerfile-based installations. Dependency installation should be handled using one or more scripts (reused by the former).

• Ensure check-pr/format-pr (Makefile.checkers) runs inside a container.

You may see that we have dependencies installations in different places in different formats:

• https://github.com/aquasecurity/tracee/blob/main/builder/Dockerfile.ubuntu-tracee-make
• https://github.com/aquasecurity/tracee/blob/main/builder/Dockerfile.alpine-tracee-make
• https://github.com/aquasecurity/tracee/blob/main/builder/Dockerfile.alpine-tracee-container

So, it's harder to keep all of those synced. We could migrate common installation into a script (i.e.: ubuntu-install.sh, alpine-install.sh) and import them in action, Vagrantfile, Dockerfile* etc. I did something similar to it in libbpfgo a while ago: https://github.com/aquasecurity/libbpfgo/tree/main/builder.

Related to check-pr/format-pr running in a container, it should be done as we do for man, by instance:

• https://github.com/aquasecurity/tracee/blob/main/builder/Makefile.man

Then https://github.com/aquasecurity/tracee/blob/main/builder/Makefile.checkers would be changed accordingly (to run inside a container). This would guarantee that contributors use the same tooling on every step.

1. making a unified dependencies install file
2. made that check-pr run IN a container
