CaptureStartupErrors default and configuration #552

Description
CaptureStartupErrors was always enabled in RC1. With the refactor in RC2 it was moved to configuration and disabled by default.
The default should still be true, with the option to disable it in configuration. There should also be a way to specify it from WebApplicaitonBuilder.
