Enforce minimum Java version

We should enforce a minimum Java version similar to https://github.com/apache/maven-apache-parent/blob/4ba290b5a4e632bc82ff1bc0e5823a9dab980939/pom.xml#L366-L378 and make the default value being ${javaVersion} (https://github.com/apache/maven-apache-parent/blob/4ba290b5a4e632bc82ff1bc0e5823a9dab980939/pom.xml#L99C6-L99C29)
