3.0.8 fails to install on Windows cmd

Code to reproduce the issue:
npm install -g create-cycle-app

Expected behavior:
installs

Actual behavior:
lerna is not recoginised as an interal or external command

Versions of packages used:
node 6.11.1
npm 5.3.0

npm install -g create-cycle-app@3.0.7 is fine

However the releases are missing 4.0.0. Does the release process need a tweak?
