Add some runtime configurability to bulk fixes via `dart fix`

The issue here: #47159 (comment)

brought up a situation where a bulk fix would be desirable in a specific case (updating an API), but would not be desirable to apply any time the warning shows up.

There is currently no way to communicate to the bulk fixer which fixes to enable or disable for a particular run, or to select from multiple possible options to solve a single warning.

We do have an option to specify which fixes to enable for a particular run. What we don't have is a way to choose one if there are several fix options available. This is a tough one to solve given the nature of the tool - no ui.

Lowering the priority to P3.
