Refactor GitHub Action commands into scripts

# Description

We've had a number of situations where it would be convenient for people to run the same scripts with the same flags as CI, but we've smushed everything into these actions `.yml` files. We should just have the Actions call bash scripts defined in the tree, so that others can easily sanity-check before pushing code.
