GitHooks UI (Web IDE) is broken on update to Gitea 1.21.0

Description

After migration from 1.20.0 -> 1.21.0 the web ide for displaying Git Hooks brakes. When i paste any text to web ide it actually saves it but do not display. All previousely configured git hooks do not display as well.

Maybe caused by Fix EOL handling in web editor #27141 and reverted by " Revert "Fix EOL handling in web editor" #28101 "

Could you try the 1.21 nightly build?

I think it should have been fixed by the "revert" PR (in the nightly build and 1.21.1 #28172). Feel free to reopen if there is still a problem.
