Check if an instance of a metrics provider is already running on the system

We made a sample of this functionality here: #452

This has now to be copied to every metric provider that we support. It involves:

• Learning how the Green Metrics Tool gets its metrics
• Learning some programs that can derive energy and performance metrics

This is a great first issue!
