Better error if we can't find a HLS version for a given GHC

At the moment we get

ERROR Internal Error: No HLS version was found for supporting GHC 9.2.2

• "Internal Error" is scary
• It's unclear why it wasn't found, maybe this is a bug? In fact it's because HLS doesn't support 9.2.2 and we don't have binaries for it, but that's quite non-obvious.

Ideally we could say something like

ERROR: HLS does not support GHC 9.2.2 yet, see https://haskell-language-server.readthedocs.io/en/latest/supported-versions.html
