Summary

This reorganises docs.kcp.io/api-syncagent content a bit to make better use of chapters (or whatever the top-level navigation is called) and group content into them.

I'm also adding an optional step to the getting started guide to create an initial APIBinding to avoid api-syncagent throwing cryptic errors at the end of the guide.
