Good catch, this flag does not control cgroup_sk well.

1. Yeah, you need to call is_monitoring_enable within https://github.com/kmesh-net/kmesh/blob/main/bpf/kmesh/workload/cgroup_skb.c

2. You should also update the setting EnableMonitoring from userspace
