本次 PR 完成的翻译工作

本次 PR 完成了 docs/proposal 目录下文档的中英文翻译工作，遵循项目术语规范（如 "Service Mesh" 译为 "服务网格"，"eBPF" 保持英文。具体涵盖如下文件：

  • circuit_breaker.md 与 circuit_breaker_zh.md
  • dns_resolve.md 与 dns_resolve_zh.md
  • e2e.md 与 e2e_zh.md
  • ebpf-observability.md 与 ebpf-observability_zh.md
  • kmesh_support_encrypt.md 与 kmesh_support_encrypt_zh.md
  • kmesh_support_localityLB.md 与 kmesh_support_localityLB_zh.md
  • kmesh_support_workload.md 与 kmesh_support_workload_zh.md
  • layer4_authorization.md 与 layer4_authorization_zh.md
  • local_ratelimit.md 与 local_ratelimit_zh.md
  • map-in-map_management_enhancement-en.md 与 map-in-map_management_enhancement-zh.md
  • observability.md 与 observability_zh.md

翻译遵循的原则

  1. 严格遵循项目统一的术语规范，对于特定专业术语：
    • 如 "Service Mesh" 统一译为 "服务网格"；
    • "eBPF" 保持英文形式不变，确保术语使用的一致性。
  2. 翻译过程中，在保证内容准确的前提下，尽量使译文符合中文表达习惯，增强文档可读性。

1、Split the modification of multiple files into different PRs. Integrate a similar PR and then process similar files in batches.
