chore: bump to go 1.24

Per conversation in #5915 , it's desired to bump all modules/packages to v1.24 prior to upgrading golangci-lint to v2.

This PR in turn does the following:

• updates all packages to utilize v1.24
• addresses small number of issues resulting from bump to v1.24
• bumps golangci-lint to latest v1 to allow for working with go v1.24
• addresses or adds nolint to applicable lints which will be addressed in upgrade to v2

This PR has multiple commits, and the default merge method is: merge.

I'm waiting for a kubernetes-sigs member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
