Release LLVM Lit 19.x versions to PyPi

The PyPi package for Lit has not been updated since the 18.x branches https://pypi.org/project/lit/#history.

Would it make sense to add CD workflow for this? Basically hynek/build-and-inspect-python-package with appropriate path and pypa/gh-action-pypi-publish?

We already have a workflow for it - but it couldn't be triggered automatically for whatever reason. I don't know how to get it to run manually.

I believe you can go to https://github.com/llvm/llvm-project/actions/workflows/release-lit.yml and follow the instructions from https://docs.github.com/en/actions/managing-workflow-runs-and-deployments/managing-workflow-runs/manually-running-a-workflow#running-a-workflow

I don't know if us w/ committer access can do it, I would assume it's something for the infra team to handle.

It seems to have workflow_dispatch so it should be callable from the Actions tab.

As for why it couldn't be triggered, it seems like all Release Tasks workflows are broken ¹, some of them are still trying to install llvm 16.0.6 and they break at that step.

Personally I don't think the test steps should be part of the release workflow, rather the CD workflow should be gated against the CI workflow

From what I can tell on https://pypi.org/project/lit/ the workflows didn't run for 20.x releases either.
