SPR rebase dropped a commit

Looking at #75557 we see @vitalybuka accidentally dropped an upstream commit during a rebase using SPR. This seems like something that someone more familiar with SPR should look into, and see whether there is something that needs fixing with SPR. We don't want regressions to be introduced because of our tooling.

@joker-eph In general I am happy with SPR, but I have no ideas on how that happened.
