Adding a test port. No other downstream usage in vcpkg.

In addition what is tested in CI, mingw needs patches, too.

I will look at the patches when the final port is released to see if I can further ease integration with vcpkg in the future releases. Is there anything urgent you might want before PoDoFo 1.0.0 is released?

Nothing else needed from upstream at the moment. Only the devendoring patch will be left.
