New operation to add support for pushover

An enhancement not a bug, Pushover is a low cost push notification tool for desktop/ios/android etc https://pushover.net/

I was pondering writing a script to perform pushover messages but if the projects open to 3rd party PRs and would be interested it doesn't look too complicated for me to build it into the current list of operations and make a PR?
