Nested annotation outer class in Java should have consistent colour

That's indeed not the way it should look like, but I'm afraid that there's no way as a theme authors to customize this. I'll need to check if I missed a syntax element key in the editor color scheme, otherwise this might be a problem of IntelliJ's highlighting engine itself.
