sonar-analysis step is failing in drone CI

The sonar-analysis drone pipeline seems to always fail today.
For examples, see PRs #41256 and #41255

Needs investigation.

The workaround is to pin the SonarCloud scanner docker to sonarsource/sonar-scanner-cli:5

That has been added to PR #41255 and gets CI passing.

Next is to find a way to use the latest docker image.

So we might be able to move to the latest sonar-analysis release some time early in 2025.
