Yes, and my flag reencoded also gets the content of flag.enc. The sha256 of my flag is c0d17da1e70aabe5ef04166dac79fa6cf08b15ccce3a4669ef903f052726c82a.

I am getting a different sha when I solve it, not sure where the discrepancy is!

My flag has 44 characters in total, has uiuctf{.+} format and consists of 6 words in leet separated by _, the padding of the message 0x04 * 4 is valid and it encodes back to content of flag.enc. So it seems to me to be a valid flag.
