pip should support Tauthon

What's the problem this feature will solve?
Right now, pip tracebacks if you try to use pip to install a binary package on Tauthon (?).

Describe the solution you'd like
I'd like pip to know about Tauthon.

EG, I built a Numenta NuPIC "nupic.bindings" wheel, and I wish to be able to install it.

Alternative Solutions
Carry around tarballs.

Could you provide more details about the traceback you get, describe what Tauthon is and tell us how your PR fixes this issue?

The intent is more clear in #6930 and there is related discussion.

As mentioned in the PR, this is going to be handled with a combination of pypa/packaging#193 and #6908. After those get merged, then Tauthon can set its own name which will work as expected.
