Support save actions for various redundant modifiers/expressions/statements

Please support "java.cleanup.actions": Remove redundant modifiers.

@jjohnstn I would think this should be pretty straightforward to do right ? Looking at https://github.com/eclipse-jdt/eclipse.jdt.ui/blob/88f32972f22e82fde6fb4d7f056d18961c7c3c77/org.eclipse.jdt.ui/ui/org/eclipse/jdt/internal/ui/fix/RedundantModifiersCleanUp.java , AbstractMultiFix is already in jdt.core.manipulation. Do you have time to do all the Redundant* ones that extends it ? Or at least this one.

@rgrunber I have created eclipse-jdt/eclipse.jdt.ui#2262 which refactors all the cleanups that start with Redundant to jdt.core.manipulation. It will be part of 4.37 M1.
