Provide statically linked binaries with musl for linux (regression)

There used to be, but disappeared after several changes in build process. See #2968.

I believe musl host toolchains are now built as a tier 2 platform (via rust-lang/rust#58575). If I am misunderstanding the purpose of this issue, feel free to reopen.
