Terraform module improvements

I know we are coming out with a dedicated Terraform provider - but until that officially comes out, we are relying on the Terraform module here, which was added with #277. (While it might be available internally before that, it might not be GA for a few months because of support, uptime requirements, etc.)

Missing Arguments

The Terraform module is missing the following:

• skip-resource-constraints
• exclude-actions
