Create a stable ceph oriented build target

Currently, we have the devbuilds target that consumes the latest version of ceph and samba. For the upcoming ceph release we'll want container images that can be consumed by users of ceph tentacle (ceph v20).

I propose creating a new ceph20 package source. It will be based on Ceph v20 (tentacle) as well as a the latest released samba. This would need a samba build too AFAIK, so we have a dependency on https://github.com/samba-in-kubernetes/samba-build too I think.
