This adds the algorithm registry documentation to this
repo, copied mostly verbatim from sigstore/protobuf-specs.

My thinking is to get this merged first, then iterate on
the PQ and agility changes that have stacked up.

NB: Once merged I'll follow up on protobuf-specs as well and remove the stale doc there + link to this one 🙂

This removes the algorithm registry in favor of it living
in sigstore/architecture-docs.

Thanks all! I see none of the people I tagged for reviews are actually owners/approvers 😅 -- I'm guessing @sigstore/core-team or @tracymiranda might need to approve this?

(That might also be an oversight -- if there's no objection, I can update the Pulumi config to make some client maintainers committers here?)
