drop python 2.6 support and bump version to 1.0

the argparse requirement in setup.py can be removed once we support 2.7 and above. That in turn would make a universal wheel package on pypi possible.

For Alembic 1.0, Python 2.6 / 3.3 support is being dropped, allowing a
fixed setup.py to be built as well as universal wheels. Pull request
